COVID-19 The Laurentians move to the yellow zone!

Due to the improvement of the Covid situation, the Laurentian region has now moved into the yellow alert zone. A marked decrease in the number of active cases and a high vaccination rate have allowed us to reach this milestone.

Provincial ragweed REMOVAL campaign!

Did you know that one ragweed plant can produce up to 3,000 seeds and that these seeds can remain dormant in the soil for up to 40 years? This is why it is recommended to replace the removed ragweed plant with a competitive cover crop. This way, the seeds are less likely to find the right conditions to germinate. 

Global warming is having an impact on ragweed proliferation. The increasingly noticeable changes in climate; namely rising temperatures and humidity as well as increasing greenhouse gases are having a profound effect on allergenic plants like ragweed: 

  • the growing season is getting longer;
  • some allergenic species spread to new areas;
  • the production of pollen intensifies;
  • the allergenic potential increases. 

People are more and more affected, caused by the increasing frequency and severity of the allergy periods. It is therefore essential to adapt maintenance practices to control allergenic pollens.

Shorelines strips; they are essential!

Water bodies and valleys are important because they shape the landscape of the municipality. When rainfall occurs, the water will either run off to a lower point, infiltrate the soil or evaporate into the atmosphere.  Since a large portion of rainwater infiltrates the soil and runs off to a lower point, especially in water bodies, it is essential to adopt good practices for the development of the shoreline strips zone so that the roots of the plants can absorb and filter a large proportion of the polluted water before it ends up in the water body.

Indeed, during rainfall, water collects a quantity of atmospheric pollutants before falling to the ground.  In addition, when water runs off, it carries with it sediment that can alter water quality in the short, medium and long term. A healthy and compliant shoreline strip will limit the amount of sediment that will enter the water.

There are several other benefits to having compliant shoreline strips. A property located on the edge of a water body is subject to erosion caused by the slightest wave. The roots of the plants located on the shoreline have the ability to retain the soil, thus mitigating erosion. It should be noted that a shoreline property stops where the water begins and therefore, if your shoreline erodes over the years, the surface area of your land could decrease, so it is also desirable to revegetate your shoreline in order to limit the erosion of your bank.

Finally, trees and shrubs along the water’s edge create shade along the water’s edge, which limits excessive heating. A stable temperature will limit the proliferation of algae and will contribute to the maintenance of the biodiversity of the fauna and the flora.

Now it’s up to you to make a difference, because we all know that water bodies are the great wealth of Ivry-sur-le-Lac!

We have noticed that many residents are very resistant towards this issue which is not only mandatory, but essential for the survival of our water bodies. Let’s make sure that the territory is as beautiful as it was for future generations. Please work with us to be stewards of our environment!

 

RIDM – Star of the summer prevention campaign

The Régie d’incendie des Monts has started its summer prevention campaign in the municipalities of the sector. The firefighters will proceed to residential prevention visits in Ivry-sur-le-Lac. The firefighters are easy to identify, they are wearing their official uniform. The visits will take place outside and the firefighters will ask you questions related to the facilities you own. Do not hesitate to ask any questions, they are there to answer them.

Illegal launching in the territory

 

Unfortunately, despite all of our efforts to ensure safe and preventive boat launches for the health of Lac Manitou, we are aware of illegal boat launches on the territory. What is meant by illegal launching is any launching that does not comply with the current regulation, By-law no. 2020-115, concerning the washing of boats and the use of the municipal landing:

 Article 1.6 Sur le Lac Manitou, toute embarcation doit être mise à l’eau ou sortie de l’eau à partir du débarcadère municipal. Il est prohibé de mettre à l’eau ou de sortir de l’eau une embarcation à partir de tout autre terrain ayant front sur la rive de ce lac.

 Article 1.7 Est prohibée, sur tout terrain limitrophe à un plan d’eau, toute utilisation du sol à des fins de desserte ou de descente d’embarcations, que ce soit pour leur mise à l’eau ou pour leur sortie de l’eau. Sont également prohibés l’installation, la construction ou l’aménagement d’une rampe de mise à l’eau.

 La présente disposition ne s’applique pas au résident riverain qui utilise sa propriété pour mettre à l’eau son embarcation, s’il se conforme aux dispositions du présent règlement, y compris celles concernant le lavage des embarcations. 

 Article 2.1 Tout utilisateur doit, avant la mise à l’eau d’une embarcation dans un plan d’eau à partir de tout lieu situé sur le territoire de la Municipalité, faire laver cette embarcation, le moteur, la remorque et/ou les équipements utilisés pour les activités nautiques ou liées à la pêche qui seront mis à l’eau au poste de lavage de la Municipalité.

 Article 2.2 Tout utilisateur dont l’embarcation se trouve sur un plan d’eau doit avoir en sa possession sa vignette et une preuve de résidence pour l’utilisateur qui bénéficie du deuxième alinéa de l’article 2.1 du présent règlement.

 Illegal boat launches often occur on vacant lots where no gate is installed. Council members encourage affected property owners to install a gate at their private entrance in order to stop illegal boat launches, and most importantly, to preserve the health of Lac Manitou.

 It is also a matter of fairness when rules are bent!

Auction for the old municipal landing gate!

 

The Council has replaced the gate located at the boat launch. As a result of the work being nearly completed, the old gate has been removed. Council wishes to hold an auction for the gate where the sale will be sold to the highest bidder. The bidding starts at $500.00. 

The information concerning the bids received will be published (amount only) in the news section of the municipality’s website. An update will then be provided for each overbid, so that interested persons can follow its evolution. 

How to proceed? 

In order to accept an offer, it must be received in writing (email at info@ivry-sur-le-lac.qc.ca or letter). 

When? 

The auction starts on June 15 at noon and will end on July 15, 2021 at noon. Any bid received during that time will be considered even if it is not published on the website, so do not wait until the last minute. Only the highest bidder will be contacted on July 15. 

Please note that only the gate is available, as the posts were severed when the gate was removed. 

Value of the items at the time of purchase, close to $1,800.00 + taxes.

Japanese Knotweed – Invasive Plant

This plant is native to East Asia and introduced to North America in the late 1800’s for their beauty and erosion control. Although it is considered very pretty, with its dense foliage and small creamy white flowers, it is a very persistent perennial and difficult to eliminate once established. 

According to experts, when this plant is present in the shoreline strip, it invades the shoreline strip below the soil surface and waterways, radically altering the ecosystem of water bodies. 

How to get rid of this invasive plant? 

  1. The most effective method is manual removal for small areas
  2. Cut the stems flush to the ground with pruning shears or a pruner.
  3. Apply a glyphosate* in early summer
  4. Allow to work for one week
  5. Mow the stems once a week, as low as possible.
  6. Apply a glyphosate*, in the fall
  7. When dried, cut stems can be safely burned outdoors, do not compost or dispose of them

 *Make sure you use a product that is not harmful to water bodies if you are in the shoreline zone, ask a qualified person at your favorite garden center!

Message from the Sûreté du Québec

The Sûreté du Québec wishes to remind off-road vehicle users of the laws and regulations in effect. The police want to ensure the safety of all users in order to avoid a tragic end to a trip. Here are some important rules to remember:

  1. Every off-road vehicle driver must be at least 16 years of age. Failing that, the fine is $450.
  2. Any off-road vehicle driver aged 16 or 17 must hold a certificate of aptitude issued by the Fédération Québécoise des Clubs Quads (FQCQ). Failing that, the fine is $450.
  3. Any user of an off-road vehicle crossing a public road must have a valid driver’s license. Failing that, the fine is $300.
  4. A person who has authority over a minor and tolerates driving an off-road vehicle is liable to a fine of $450.
  5. It is forbidden to drive on a public road by off-road vehicle. The driver is liable to a fine of $350.
  6. Any quad motorcycle driver (4 wheels), equipped with an added booster seat, on which a passenger sits, must be at least 18 years old and hold a certificate of aptitude (applies only on a federation trail). Failing that, the fine is $375.
  7. Anyone riding a moving quad bike must be seated in a passenger seat. Failing that, the fine is $350.
  8. Any driver of a quad car (side by side) must be at least 18 years old. Failing that, the fine is $100.
  9. A driver of an off-road vehicle (motorcycles, motorcycle quads and auto quads), who drives without a compliant helmet is liable to a fine of $150. 

It is mandatory to have in one’s possession the documents of the annual right-of-way on trails. Not having this right of access, exposes you to a fine of $ 350 as well as an eviction and the possibility of towing the vehicle. In addition, trail officers may require the purchase immediately at a cost of $500 of this right-of-way (instead of $307).

Please note that it is mandatory to have liability insurance on all off-road vehicles.

Why do we need a permit for our work?

Before doing any work, a permit must be obtained. Failure to apply for a permit will result in a violation of the regulations and may result in punitive measures such as fines or even the requirement to demolish the offending construction. 

Although a permit application includes a small fee for the analysis of the permit, this fee is much less expensive than having to deal with the consequences of a violation of not obtaining a permit. In fact, having to pay the fine, redesign, modify or even demolish an installation done without a permit becomes more expensive and does not exempt you from the obligation to respect the urban planning regulations. 

The many significant advantages! 

There are several significant advantages to applying for a permit for your development. The most important one is that it formalizes your installation. If a future change in the by-laws were to occur and your installation did not comply with the new by-law, your installation could be grandfathered if it was done in accordance with the old by-law. There could be considerable issues at stake when selling your property if you have not completed your work in accordance with the regulations.

 Renewal of permits

 It is important to consider that if your permit expires and the work is not completed, you must apply for a renewal to extend the validity of the permit, usually at a lower cost. If the renewal has not been applied for prior to the expiry of the permit, this will require you to start the entire application again, which will require more energy and generally cost more than a simple renewal. Note, however, that a renewal can only be granted once and that it is the nature of the work that determines the duration of the renewal.

 Compliance with regulations is always a winning strategy!

 

Control of septic tank emptying

By-law No. 2009-131, By-law to establish a system to control the emptying of septic tanks on the territory of the Municipality of Ivry-sur-le-lac, indicates that a septic tank must be emptied at least every two years for permanent residences, or at least every four years if the residence is used on a seasonal basis.  

Once done, according to article 4 of the aforementioned by-law, it is your responsibility to send proof of the work done to the Municipality no later than October 15th of each year in which an emptying is required by the by-law. 

Also, an annual maintenance contract is required for certain septic systems (Ecoflo, Bionest, Enviro-Septic, etc.). The same applies to annual maintenance. Please send us a proof to update your file. We accept a copy of the maintenance contract. 

Take advantage of this season to make an appointment with the supplier of your choice for your emptying of your septic tank and maintenance if necessary!
