Council Notes

The Executive Director and the Mayor are invited to a briefing by our Federal Deputy, Marie-Helene Gaudreau, on May 13^th, on the Federal environmental regulatory initiatives regarding our lakes and waterways. The Mayor will deliver a briefing of the presentation at the next Council meeting.

Since the previous Council meeting, Council received a letter signed by four citizens representing a pro-wakeboarding group. The letter speaks to the delicate balance on our lake expressed by the Nautical Code, passed by Council in December of 2020, and an offer to engage in additional discussions on an ad-hoc committee to discuss any improvements to the Nautical Code.

Council is still gathering information on various issues regarding environmental and safety issues on our lake and is considering further action to be presented to Ivry Citizens.

The boating season is now underway, as the lake ice has melted, and the municipal landing and launching area is open to citizens. Please be advised that the launching ramp will be closed Mondays and Tuesdays until St. Jean Baptiste. On another note, the buoys are scheduled for installation by mid June.

The municipality has issued two calls for tenders for the reconstruction of Lacasse Road, Montée Daoust, Constantineau Road and for the securing of a retaining wall on Fyon Road. If all goes well, we should expect the work to start at the end of the summer season.

In addition, the municipality will proceed with an invitational tender for professional architectural and engineering services for the renovation of the Town Hall. The objective of the renovation includes the creation of a community space on the first floor.

The municipality has recently updated its zoning map, indicating the outline of zones within the municipality. These numbered zones could be cross referenced with the tables bearing the same numbers on the Ivry web site in order to be informed of the regulatory framework for each zone. Welcome back!

We are pleased to welcome back Louise Brisebois, the attendant in charge of the washing station and the municipal landing.  She will ensure the smooth operation of the facilities, always with the goal of preserving the quality of our wonderful waterways. To join her, call 819 321-2332 ext. 3706.

Residual matters collection calendar

From now on, the frequency of collection will be adjusted. The black bin (containing non-recyclable or compostable refuse) will be collected every two weeks. The green bin (recyclables) will continue to be collected every two weeks, alternating with the black bin. The brown bin (compost) will be collected every week. What about trampolines on the lake?

In accordance with the Zoning By-law, 2013-060 (Section 158), a dock or raft (the definition of raft includes water trampolines) is permitted as “accessory equipment” to all residential use classes. An application for an accessory equipment permits from the Planning Department is required prior to installation. The by-law sets out rules of application with respect to number, location, size, maintenance, environment and safety.

 In summary, if there is a raft, a launching ramp or a trampoline in addition to the dock, the sum of the surface areas of all these accessory equipment must not exceed 32.5 m².

Open air fire ban

The SOPFEU has issued a notice prohibiting open fires. Only fireplaces with spark arrestors are permitted, if the openings are no larger than 1 cm, and the fire is placed on pavement or on an open dirt or gravel surface.

When the prohibition notice is lifted, we ask all citizens who wish to have an open fire to apply for a burning permit at the RIDM https://ridm.quebec/permis-de-brulage/  The application is done online and you get your permit free of charge by submitting your application. It is also necessary to follow the instructions indicated on the form to ensure the safety of all. 

Swimming pleasures!

The sun is shining, the temperature is rising and many people will soon be enjoying a refreshing swim. Whether it is in a lake, a river or a pool, it is necessary to make sure that no matter where you choose to swim, safety comes first.

  It is essential to follow certain safety rules in order to prevent drowning. 

• Clearly designate a responsible supervisor
• Avoid distractions when supervising
• Do not dive into shallow water
• Make sure the water is inaccessible when not in use
• Wear a flotation device
• Never swim alone, or without notifying another person that you are going into the water

 The idea is that everyone should be aware of the possible dangers.  Preventive behavior and good practices are the key to enjoying the pleasures of swimming!

On the program: four conferences, interactive activity, more than a dozen booths, door prizes, etc.  You will find producers, processors and distributors from Sainte-Lucie-des-Laurentides and surrounding municipalities, as well as non-profit organizations.

Reminder – Launching your watercraft

This is to remind you that it is imperative that your registration file be complete BEFORE launching your watercraft. If we are able to keep your 2021 registration application, which implies that there have been no changes, you must send us your full payment BEFORE the launch.

 How do I make the payment? 

• In person at City Hall, by cheque, cash, or direct payment.
• Through your banking platform, by Interac transfer, using the following email address:  info@ivry-sur-le-lac.qc.ca   
• By sending a cheque by mail

 A reminder for non-motorized watercrafts such as kayaks, canoes, paddleboards, etc., that registration is mandatory. When the boat is registered, a decal is given to you. It is necessary to apply this decal on the watercraft, preferably on the front left side, so that the patrollers can see it. The good thing is that once the watercraft has its decal, there is no need to get a new one annually.

The Dandelion Challenge – A perfect excuse to put off mowing!  

We invite you to join other municipalities’ efforts and let your dandelions grow for a month in order to help our local pollinators after a particularly hard winter. Dandelions, the first flowers to bloom in spring, are an important source of pollen and nectar for the survival of these insects: mortality rates amongst honeybees in particular, have more than doubled this year–from 20-30% to 65% in some hives.

Dandelions are good for people too! Try the spring greens as a tasty replacement in any spinach dish.

Nature and Wildlife

Spring has sprung: The sun is shining, the remaining snow on the ground is melting and the last bits of ice on Lake Manitou are about to disappear.

But the most distinct indication that Spring has finally arrived is the chorus of birds chirping and tweeting in the treetop branches all around us. Yet their songs serve a far more important purpose than just creating beautiful melodies for the enjoyment of us humans. It is usually the male birds that use their song to attract females during the breeding season. The males are the first to arrive at their nesting grounds in order to prepare and defend their territory for the arrival of the females a couple of weeks later.  Attracted by the song, the female will inspect the male’s appearance and territory. If she finds all his traits desirable, she will be the one to select him as a partner.

A lovely neighbour of mine recently introduced me to an amazing app called Merlin Bird ID created by the Cornell Lab of Ornithology. It allows to easily identify birds that may be in the region based on a few questions, a photo, and best of all – their song! You can also browse through the thousands of birds in their database of the local region or even when travelling abroad. So, I urge you in the coming weeks, whether on a walk or from the comfort of your deck, to look up and listen!
