Great Start for the Boat Patrol!

 

Since Friday, July 17, the municipal nautical patrol has been making the rounds on Lac Manitou. The patrollers are firefighters from the Régie Incendie des Monts and have begun their education campaign with boaters. Many citizens have applauded the municipality’s initiative and have appreciated the patrol’s presence on the lake. 

The interactions with boaters are mainly focused on speed awareness, the hours when towing activities are permitted, and the obligation to have a decal clearly visible on all boats (powerboats and small watercraft alike) present on the lake. 

Be aware that patrollers are there to make boaters aware of nautical safety and compliance with Federal, Provincial and Municipal regulations, as the case may be, by providing information.  In order to ensure everyone’s safety, it is essential that every boater respect the rules.  We appreciate your full co-operation.

Nautical Sports – Lac Manitou

The hours during which towing on Lac Manitou is permitted are governed by Federal legislation. According to the Vessel Operation Restriction Regulations (SOR/2008-120), in Schedule 7 ”Waters in which it is prohibited to tow a person on any sports or recreational equipment or to allow a person to surf in the wake of a vessel, except during authorized hours”. Lac Manitou is on that list with the following authorized hours, i.e. from 10:00 a.m. to 12:00 p.m. and from 4:00 p.m. to 7:00 p.m.  All boaters operating on Lac Manitou must always respect the schedule of permitted hours. It’s the law!

The Municipality, in collaboration with the AALM (Association pour l’amélioration du lac Manitou), is working on a new map of recommended boating behaviour and dangerous zones on the lake, which will specifically indicate the recommended zones for certain activities.

 

 

Do I have to register my non-motorized watercraft if I use Lac Manitou?

Yes, you do! In order to ensure the conservation of the water quality of Lac Manitou and to facilitate the work of our nautical patrollers, it is necessary to register all boats and to obtain a decal for each one. Like a motorized boat, the decal is your right of passage and access to the water. 

The same requirements apply to kayaks, canoes, sailboats or any other non-motorized craft.  You must complete the form, available on the municipality’s website, see registration form:

Please note that the decal for non-motorized boats is free for Ivry-sur-le-Lac residents. 

Boat washing is also a requirement when you launch your boat or watercraft and is mainly the only preventive measure to prevent contamination of Lac Manitou. Boats or any watercraft are washed free of charge at the wash station for decal holders.

Microphyllum Spicatum

The best way to prevent the contamination of milfoil to date remains prevention. It is therefore necessary as users of any body of water on the territory to be concerned about this invasive exotic plant. The coordinated efforts of citizens and the municipality are essential to prevent its introduction to our waters.

So far, everyone’s efforts have been effective. Our jewel, Lac Manitou, is not on the list of lakes colonized by milfoil.  Nearly twenty lakes on the territory of the MRC des Laurentides are affected by the presence of this exotic plant. The importance of having watercraft washed after visiting another body of water is essential to prevent the introduction and spread of this invasive species.

Ask for your guide from one of our attendants at the washing station and landing stage, or at the reception desk at City Hall.

Soil Erosion of Shorelines – Good Boating Practrices

In certain situations, human activity exacerbates the erosion phenomenon known as “accelerated erosion”. For example, motorized boat traffic and shoreline deforestation are two main activities that accelerate the natural erosion of the shoreline.  

The beating of the waves against the shores stemming from motorized boats causes shoreline erosion.  

The extent of the movement of the waves will have more or less of an impact depending on the height of the waves hitting the shore. It is therefore important to understand the link between the speed of a boat and the wake it produces: 

  • Displacement speed – near the shore and in small streams, in order to minimize the effects of the movement of the waves, adopt a slow speed that displaces little water. 
  • Transition speed – is the intermediary speed between displacement speed and planing speed. In effect, the bow tends to rise while the stern tends to sink, thus causing a significant wave. This speed should therefore occur away from the shoreline. 
  • Planing speed – although the height of the wave produced during planing speed is usually lower that produced during transition speed, the wake produced in planing speed is long, fast and deep under water; it has a lot of energy. Once the wave reaches shallow water, the potential for erosion and destruction becomes significant. Therefore, this speed must be used only away from the shoreline.

Out of respect for the protection of the shoreline and the environment, the Municipality strongly recommends that you do not use your wake, wake enhancement devices or other type of ballast system. Any surfing activity should occur within the recommended zone and at least 23 metres from any shoreline.

Shoreline strips – Inspection in progress

Since August 5th, the inspector responsible for urban planning, roads and the environment has been touring Lac Manitou. The main objective is to inspect shoreline strips. The importance of proper development of the shoreline strip is essential to the health of the water body. If non-compliant shoreline strips are identified, notices will be sent to owners with the requirements to comply with the current shoreline strip regulations. The objective of these municipal by-laws is to protect lakes and rivers, specifically to protect against shoreline erosion and the contamination of the lake from objects and debris emanating from the shore, and to safeguard the water resource and all forms of life that depend on it. 

The municipal council has asked the administration to prioritize this file.

Docks – Inspections in progress

Please be advised that the administration has received numerous complaints about docks that may not comply with regulations, particularly regarding their number, location, dimensions, maintenance, environment and safety. 

Be aware that an installation or renovation permit is required and will help you avoid surprises. Complying with the regulations will allow you to enjoy the lake without fear of having to start all over again if your dock construction does not comply with the regulations. 

Notice for dangerous trees

Notices of violation have been sent out over the past few weeks. For reasons of protection of property and persons, it is sometimes necessary to cut down one or more trees. In fact, a tree that is located near a road used by the public, near a public path or a public building and that threatens to fall, such as a dead, aging or a precariously leaning tree, can prove to be a significant danger to the safety of people. According to article 985 of the Civil Code of Québec, “The owner may … if a tree on the neighbouring land threatens to fall on his land, compel his neighbour to cut down the tree or to straighten it”. 

Other notices may be sent in the coming weeks following the work done by the roadway personnel. If you receive such a notice, we ask you to ensure that the work is carried out within the prescribed timeframe to ensure everyone’s safety!
