Dear Citizens,

Let me thank you for allowing me to work for each of you during this first year of my term. It has been a great privilege and will be for years to come.

During this year, several by-laws were adopted to preserve and protect our environment. These include increasing the minimum lot size for all new lots to 18,000 square meters, while limiting the deforestation of our natural forest cover.

Other newly adopted regulations provide us with a platform to partner with developers in projects that are sensitive to the values of the Municipality.

Wat could be more important than the protection of our lake! To this end, new measures have been added to those already in place with respect to the boat washing program to better protect our lake from invasive species that are becoming more numerous. I would like to reiterate the importance of this program if we want to keep it pure.

But we still have a lot to do… together!

Some of the actions taken during the year included partnering with Conservation Manitou to acquire the available land off chemin de la Grise, totaling 171 acres, allowing us to create the Piché Conservation Reserve and Municipal Park, through which part of the Nantel Trail runs crosses.

In addition, by managing the municipal budget responsibly, we have ensured that the tax rate for 2023 remains the same as it was in 2022.

Our road network needed attention! We undertook extensive work on Constantineau Road, Lacasse Road, Montée Daoust, Fyon Road, Vallée Manitou Road and Lac Manitou Sud Road. We have installed new signs, resurfaced roads, installed new culverts, and more, all for your benefit.

I would like to remind you of the importance of renovating and expanding the Town Hall to provide you with quality services and a safe working environment for our employees.

I would like to conclude by expressing my sincere gratitude to the incredible team that makes up our municipal staff: our Director General and Clerk-Treasurer, Mrs. Marie-France Matteau and the administrative staff who know how to surround her so well: Mrs. Mylène Thibault, Caroline Paquin and Louise Brisebois as well as our Councilors Mrs. Julia Bourke, Gabriela Opas and Julia-Ann Wilkins and our Councilors Mr. Maxime Arcand, Jean-Pierre Charette and David Lisbona.

Activities and Recreation – Citizen card

 As Ivry-sur-le-Lac is part of the Sainte-Agathe-des-Monts Agglomeration, the citizens of Ivry-sur-le-Lac have the possibility of obtaining their Agglomeration – Sainte-Agathe -des-Monts Citizen Card. This allows you the same benefits as residents of the City of Sainte-Agathe-des-Monts. The card is valid for all activities offered at the sports center, such as swimming lessons, access to public swimming, hockey, figure skating lessons, public skating. Also, the card includes free access to the Gaston-Miron library.

How can I get it?

Just go to the Gaston-Miron library located at 83, rue Saint-Vincent, Sainte-Agathe-des-Monts. You will need to present proof of residence, i.e., a copy of your assessment notice, an invoice (with your name and address in Ivry-sur-le-Lac). You must also have photo ID with you.

Control of the emptying of septic systems   By-Law no. 2009-031

 Septic tanks must be emptied at least once every two years for homes of permanent residents and at least once every four years for cottages of seasonal residents. Once this is done, it is your responsibility to ensure that the Municipality receives a copy of the service invoice.

 Furthermore, certain types of septic systems require yearly maintenance contracts, such as Ecoflo, Bionest, Enviro-Septic, etc., where it is also necessary to send a copy to the Municipality.

 Shorelines – A Priority

There are strict rules regarding the mowing and cutting of the 3 strata of vegetation (herbaceous plants, shrubs, and trees) within 15 meters of the high-water mark .

Furthermore, when the slope is less than 30%, it is permitted to make a five-metre-wide opening inside the shoreline to gain access to the water body, and when the slope is equal to or greater than 30%, it is permitted to create a 1.2-metre pathway made without filling or excavation. Two openings are possible, however the maximum width for both openings must be respected, i.e., 1.2 or 5 metres in total. And it is important to note that there is no ‘’grandfathered’’ right for landscaping.

The importance of conserving native riparian plants is undeniable for the health of water bodies, so be proactive and be a role model!

Ministry of the Environment and the Fight against Climate Change, MELCC

On March 1st, the transitional regularity framework for the management of shorelines, littoral zones and flood-prone areas came into effect. This framework was put in place to ensure the safety of the population in the face of flooding and the protection of waterways. This transitional regime governs work permitted along shorelines, littoral zones, and flood risk areas. It supersedes municipal by-laws that set standards for such work.

As our municipal by-law is more permissive, some permit or certificate applications may require additional authorization(s) from the MELCC, and possibly the Ministry of Forests, Wildlife and Parks, before the municipality is able to issue your permit. If you are planning projects on the shoreline or littoral (concerning your boathouse, dock, or other) we strongly suggest that you start the process now to obtain all the necessary authorizations that will allow you to obtain your municipal permit or certificate before the work begins.

Dog Owners By-Law no. 2020-118 (Contrôle des chiens) et 2013-062 (Nuisances)

Every owner must obtain a dog license within fifteen (15) days of the acquisition of the animal, its permanent arrival on the territory or before it reaches the age of three months.

Costs: $25 (spayed/neutered), $40 (not spayed/neutered), $15 (replacement of a lost tag)

Furthermore, here are some codes of conduct:

  • The dog must have at all times its dog tag.
  • You must always keep an eye on your dog and on a leash where the leash must not exceed 1.85 m.
  • Dog owners are responsible for the cleanliness of the area and must immediately clean up after their pet; and
  • Dog owners must also pay sufficient heed to their pet’s barking.

Please note that dogs are strictly prohibited in the park next to boat launch as well as the beach on the South side of Lac Manitou.

 For all information related to access to the landing and the washing station, refer to the brochure on nautical information. Permits and Certificates By-Law no. 2013-059 et By-Law no. 2013-060

 Considering the fact that the administrative team is rather small, please make sure to apply for your permit in advance if you want to get your permit in time when work needs to be done.

 Above all, please do not commence any work without a permit, but rather work with the municipal team beforehand.

 Although the following list is not exhaustive, a permit application is required for the construction, expansion or renovation of a main building, an accessory construction (garage, shed, boathouse, wharf, water trampoline, etc.), certain accessory equipment, as well as the installation of a well and a sanitary installation. 

 If in doubt, avoid potential problems and discuss your plans with the Municipality.  Either way, you can’t lose!

Waste Management

For information regarding waste management, please refer to the waste collection calendar. Please note that the collection frequency of the black bin has been decreased (now every 4 weeks in the winter). It is important to know that for every ton of waste diverted from landfills, greenhouse gas (GHG) emissions are reduced by 2 tons! Recycling your Domestic Batteries

To dispose of household batteries in an ecological manner, there is a bin provided for you in the lobby of City Hall.

Burning Permit

With the exception making a fire in covered fireplaces and barbecues, you must obtain a burning permit, and this, in summer as well as winter anytime you make one. Log onto the Régie incendie des Monts website at http://ridm.quebec/permis-de-brulage/ and fill out the form online. So, even if a campfire hadn’t been planned, with the online application, the permit is issued immediately, and it is free!

 Note however that no fire may be lit within 15 meters of the shoreline. Also remember to check the flammability rating at www.ridm.quebec before starting any open fire. It’s for everyone’s safety!

Visits from Wild Animals

 If you see an animal behaving dangerously or strangely, you can contact the Ministry of Forests, Wildlife and Parks (Ministère des Forêts, de la Faune et des Parcs – MFFP) directly at 819 425-6375 and they will suggest solutions.

Feeding Deer can Endanger Their Health and Ours

 In addition to causing several potential health problems by feeding them, deer are lured to approaching our homes which in turn increases their risk of colliding with traffic., so opt for our health and theirs and stop feeding them!

You have more than one tax account? It is important to make your payments individually for each of the accounts. Please do not regroup your payments into a single account, as it is impossible for us to separate them.

We remind you that accounts receivable bear interest at a rate of 10% per year plus a 2% penalty calculated on unpaid balances. If you are having trouble paying your tax bill, it is certainly more advantageous for you to consult your mortgage creditor so that the amount of your taxes is paid by them even at the same time as your mortgage payment.
