Environment
Since the 1970s, the term environment has been used to characterize the global ecological context, i.e., all the physical, chemical, biological, climatic, geographic, and cultural conditions within which living organisms, and human beings, develop. The environment constitutes the combination of natural and socio-economic elements that include the framework and conditions of life of an individual, a population, a community at different scales. However, we can distinguish two types of environments: the natural environment and the built environment. The difference is that the first occurs naturally, while the second is the environment that man has modified.
It is of course our collective responsibility to take actions to protect our environment. Everyone is responsible for taking actions in their daily life, including sometimes a change in our habits. The municipality also acts by adopting new regulations.
Through this newsletter, we will try to inform and accompany our citizens, and as such, we will plan for the next year a monthly column on the subject. We have already received proposals from our citizens. We appreciate your interest and involvement. Watch for our next publications!
Landing and Washing Station
To preserve the quality of the aquatic environment and the shoreline, the municipality is working on the application of its by-laws. The washing station is an important element in the preservation of our lakes. The success of this facility is possible with the cooperation of citizens, dealers, and our visitors. Thanks to all of you!
The municipal landing is at the end of its life and the municipal administration is analyzing the different options. A request for authorization to carry out the work will be submitted to the ministries involved at the beginning of next year. We will keep you informed through the newsletter.
Ministry of the Environment and the Fight against Climate Change, MELCC
On March 1st, the transitional regularity framework for the management of shorelines, littoral zones and flood-prone areas came into effect. This framework was put in place to ensure the safety of the population in the face of flooding and the protection of waterways. This transitional regime governs work permitted along shorelines, littoral zones, and flood risk areas. It supersedes municipal by-laws that set standards for such work.
As our municipal by-law is more permissive, some permit or certificate applications may require additional authorization(s) from the MELCC, and possibly the Ministry of Forests, Wildlife and Parks, before the municipality is able to issue your permit. If you are planning projects on the shoreline or littoral (concerning your boathouse, dock, or other) we strongly suggest that you start the process now to obtain all the necessary authorizations that will allow you to obtain your municipal permit or certificate before the work begins.

Road Work
Various rehabilitation projects have been completed or started during the year 2022. Constantineau Road has been completely repaired, we have corrected deficiencies on Manitou Valley Road, as well as drainage corrections on Lake Manitou South Road.
Storm water management, sediment collection and stabilization work on Lacasse Road and Montée Daoust began on Tuesday, November 15 and will continue until mid-December or until the weather permits. Phase II of the work will recommence in the spring and continue until the end of July 2023.
Drainage correction work on Lac-de-la-Grise and Lac Manitou South roads will be done subject to the granting of subsidies.
Urban Planning
The main role of the Urban Planning Department is to plan and manage the territory according to municipal by-laws. It is responsible for the urban plan, which establishes the main orientations of the territory’s development and planning, for the application of the by-laws adopted by the municipal council and for the issuance of permits and certificates. The team therefore assists citizens in the realization of their projects where the urban plan and the regulatory provisions are respected.
Novelty – Voilà
Voilà is a new platform that will facilitate communication between the administrative team and the citizens. The platform allows a better centralization of all municipal services, citizens will have access to a multitude of services, such as calendar, permit requests, tax accounts, surveys, alerts, requests, and many others.
