Time change

With the advent of the autumn, we “fall back” to Eastern Standard Time (E.S.T.). Since standardization in 2006, with the introduction of the Legal Time Act, the time has been moved back one (1) hour on the first Sunday of November. This year, the time change is to be made at 2 a.m. on Sunday, November 1st, 2020.

 

Change your batteries!

It’s a great habit to get into! When the time changes, the various fire protection services ask the public to check their smoke alarms for proper operation and to replace the batteries, if necessary. It’s a simple procedure that can save lives!

 

 

Display your permits!

Posting a sign near the road is the preferred way for the neighbourhood to know that a permit has been granted for the work in progress. If the work is being carried out near the shoreline, a sign visible to watercraft is preferred. When these are posted properly, the municipality is less likely to receive complaints about your work.

 The Municipality has received several complaints in recent weeks!

Riparian/Shoreline Strips – 2020 Inspections Completed

The inspector responsible for urban planning, roads and the environment has completed his tour of Lac Manitou. The main objective was to inspect shoreline strips. The inspector identified non-compliant shoreline strips, and has sent out the first infraction notices to property owners.

This notice contains the requirements required to comply with the regulations currently in effect concerning shoreline strips. The filing of a plan to the urban planning department of the proposed development is required no later than May 1, 2021. Owners will then have until June 15, 2021 to carry out the development work according to the plan authorized by the municipality’s urban planning department. It is important to know that there is no concept of “acquired right” regarding vegetation within the shoreline strip.

The objective of this municipal by-law is the protection of lakes and watercourses, the safeguard of the “water” resource and all forms of life that depend on it.

The municipal council attaches great importance to this file and has asked the administration to prioritize it.

Washing station, municipal boat lauch and beaches : closed for the season

With the season being over, the washing station, the municipal boat launch and the beaches are officially closed. Please note that if you have not been able to get your boat out before the closing and you wish to do so, you will have to make an appointment with the Municipality’s administrative team by contacting us at (819) 321-2332 or by email at info@ivry-sur-le-lac.qc.ca 

The team will be able to accommodate you until the end of October, Monday to Friday, between 9 a.m. and 4 p.m. 

Chimney Sweeping

 

 When?

It is advisable to have the chimney swept at least once a year, either in spring or fall. A chimney sweep may be recommended on a regular basis, depending on the quality, quantity, species, and moisture content of the wood burned. 

Why is it recommended?

Soot-removal contributes to fire prevention, but also helps to:

  • Prevent carbon monoxide poisoning by allowing a better evacuation of smoke and toxic or harmful gases;
  • Eliminate soot and flammable deposits (creosote) that have accumulated in your chimney;
  • Optimize the efficiency of the heating system and to save fuel;
  • Evaluate the condition of the heating system, i.e., bridging and/or deterioration of the system or its components by your chimney sweeping professional. 

Important!

Before the first flare-up of the cold season, remember to examine your chimney with a small mirror to make sure that no debris (bird’s nest, loose parts, etc.) has accumulated during the summer.

Boating Safety Code

A map containing all of the rules of nautical behaviour has just been completed and approved by the municipal council. These include, in particular:

  • All the sensitive sectors and the protection zone of 23 meters from the shore where there are no waves allowed and the maximum speed is 10km;
  • All areas where it is strongly discouraged to use wave amplifier systems, including the 100-metre shoreline protection zone;
  • Sandbanks and buoys that indicate a danger zone;
  • The location of beaches and the municipal boat launch;
  • Speed limits and hours of boating activities governed by federal regulations.

Your elected officials put a great deal of time and energy into creating a map that includes important shoreline, lake protection and safety measures while balancing and respecting the wishes of all citizens, both those who enjoy the serenity of the lake and those who love the water activities in which Lac Manitou allows us to partake.

It is also very important to mention the contribution of the Association for the Improvement of Lac Manitou (AALM) who were consulted on the creation of this map and that a special thanks is extended to Geoffrey Harling, Lyn Lazure Lalonde and Julia-Ann Wilkins for the first version sent to Council.

Electronic public consultation

Considering that this map will be displayed in large format at the municipal landing in the form of a sign, the elected officials allow citizens who wish to comment on the said map by sending an e-mail to info@ivry-sur-le-lac.qc.ca

making sure to indicate in the subject line “Boating Safety Code”. Your comments will be expected no later than October 30 and will be analyzed by the Council at the next working meeting in early November.

We consider this map to be an excellent balance for all users of Lac Manitou and we are confident that it will be appreciated by all!

The great importance of maintenance of driveways

With our Quebec temperatures, particularly our freezes, thaws and heavy rains, a gravel driveway needs attention on a regular basis, if not every year! It is every citizen’s responsibility to ensure that rainwater that flows from their driveway to the street takes a proper path. 

If the driveway is not well maintained, the water will take the easiest route to the road and will carefully make large cracks in the gravel that will result in bare culverts, bare roadsides under the asphalt and above all may cause major problems due to these new cracks that will unfortunately lead the water to inappropriate places. The staff member responsible for roadway noticed several problems this year due to poorly maintained driveways which had an impact on a long section of the street and of course, this situation requires emergency intervention and generates significant repair costs for the Municipality, which, we remind you, come from municipal taxes.

 If everyone is focussed on maintaining their driveway, it will be greatly beneficial, so a call to the local excavator could allow you to make your driveway compliant! We hope that this short article will allow you to see the urgency to act and especially to be aware of the many benefits of a well-maintained driveway! New frequency in the waste collection calendar

The decrease in the frequency of garbage collection begins in October. Since October 1st, household garbage, namely the black bin, is collected once every four (4) weeks. It is important to increase the use of your brown bin, where the frequency will be every two (2) weeks starting October 15.

Fall and Winter Hours

With the spring and summer season over, City Hall is adjusting the hours of operation of the administrative offices, as it does every year. 

Therefore, from November 1 to April 30, City Hall offices will be open Tuesday to Friday from 9 a.m. to 4:30 p.m.
