Council Notes<\/h3>\n

On behalf of Ivry citizens, Council wishes to express its thanks to the City of Sainte-Agathe, and to its mayor, Frederic Broue, for extending support to our citizens during, and immediately following, the recent thunderstorms which ravaged our area. The Ste Agathe municipal arena was rendered available to us for showers, charging stations, etc., and their crews helped with the clearing of trees from our roads.<\/p>\n

Council invited a citizen to its most recent caucus meeting to present the most up to date research regarding the effects of wake board motor boats on Canadian lakes. The presentation was reflective of the presentation of May 13th by the Federal Deputy Marie-Helene Gaudreault, which the Mayor attended. Council continues to reflect upon further action in keeping with current legislation.<\/p>\n

The tenders were received from contractors for reconstruction work on Chemin Lacasse, Mont\u00e9e Daoust and Chemin Constantineau. The prices came in under budget, and the low bidders will be met shortly to schedule the start of the works. Once established, the work schedule will be shared with Ivry citizens.<\/p>\n

To date we have received approximately 550 000 $ in subsidies for the renovation of our City Hall, and are hoping for yet additional subsidies. Requests for proposals for professional services were sent to seven architectural firms for the renovation project, and we are poised to propose the chosen firm to Council for approval. Forming part of the project is the creation of a community space for our citizens.<\/p>\n

The completion of the transaction with the Pich\u00e9 family is in process, which will very soon see the establishment of the Pich\u00e9 Municipal Park and Conservation Lands.<\/p>\n

We are actively searching for a municipal inspector and urbanist, following the departure of our previous inspector. Your municipal staff is working extremely hard, with the help of external counsel, to keep up to the demands of our citizens and issue construction permits within a reasonable time frame. I appeal to our citizens to be sensitive to the strain under which our staff are working, and trust that we are doing our best to serve you.<\/p>\n

Municipal staff has had to issue several work stoppages during the past month for construction work undertaken prior to the receipt of permits, and we urge citizens not to do so until the permits are in hand.<\/p>\n

City Hall is putting into place a variety of measures to control speeding on our roads, through additional signage, speed bumps, etc. With the start of warmer weather, we can expect children, cyclists, and more citizens on the streets, and we should all be most vigilant to their safety as we drive around Ivry roads.<\/p>\n

Following the bad weather of May 21st, it is possible that you may have vegetal debris that cannot be placed in the compost bin. The municipality accepts from now until July 15, 2022, branches and tree trunks, whose diameter does not exceed 9 inches. Stumps are not accepted.<\/p>\n

Control of septic tank emptying\u00a0\u00a0 <\/strong><\/h3>\n

By-law No. 2009-131, By-law to establish a system to control the emptying of septic tanks on the territory of the Municipality of Ivry-sur-le-Lac,<\/em> indicates that a septic tank must be emptied at least every two years for permanent residences, or at least every four years if the residence is used on a seasonal basis.\u00a0<\/p>\n

\u00a0Once done, according to article 4 of the aforementioned by-law, it is your responsibility to send proof of the work done to the Municipality no later than October 15th of each year in which an emptying is required by the by-law.<\/p>\n

\u00a0Also, an annual maintenance contract is required for certain septic systems (Ecoflo, Bionest, Enviro-Septic, etc.). The same applies to annual maintenance. Please send us a proof to update your file. We accept a copy of the maintenance contract.<\/p>\n

\u00a0Take advantage of this season to make an appointment with the supplier of your choice for your emptying of your septic tank and maintenance if necessary!<\/p>\n

Shorelines strips; they are essential! <\/strong><\/h3>\n

Water bodies and valleys are important because they shape the landscape of the municipality. When rainfall occurs, the water will either run off to a lower point, infiltrate the soil or evaporate into the atmosphere.\u00a0 Since a large portion of rainwater infiltrates the soil and runs off to a lower point, especially in water bodies, it is essential to adopt good practices for the development of the shoreline strips zone so that the roots of the plants can absorb and filter a large proportion of the polluted water before it ends up in the water body.<\/p>\n

Indeed, during rainfall, water collects a quantity of atmospheric pollutants before falling to the ground.\u00a0 In addition, when water runs off, it carries with it sediment that can alter water quality in the short, medium and long term. A healthy and compliant shoreline strip will limit the amount of sediment that will enter the water.<\/p>\n

There are several other benefits to having compliant shoreline strips. A property located on the edge of a water body is subject to erosion caused by the slightest wave. The roots of the plants located on the shoreline have the ability to retain the soil, thus mitigating erosion. It should be noted that a shoreline property stops where the water begins and therefore, if your shoreline erodes over the years, the surface area of your land could decrease, so it is also desirable to revegetate your shoreline in order to limit the erosion of your bank.<\/p>\n

Finally, trees and shrubs along the water’s edge create shade along the water’s edge, which limits excessive heating. A stable temperature will limit the proliferation of algae and will contribute to the maintenance of the biodiversity of the fauna and the flora.<\/p>\n

Now it’s up to you to make a difference, because we all know that water bodies are the great wealth of Ivry-sur-le-Lac! <\/strong><\/p>\n

We have noticed that many residents are very resistant towards this issue which is not only mandatory, but essential for the survival of our water bodies. Let’s make sure that the territory is as beautiful as it was for future generations. Please work with us to be stewards of our environment!<\/strong><\/p>\n

Message from the Direction de la sant\u00e9 publique des Laurentides<\/em> <\/strong><\/h3>\n

Following the numerous power outages reported on the territory, the Direction de sant\u00e9 publique<\/em> of the CISSS des Laurentides <\/em>would like to remind the population of the various risks associated with the use of generators.<\/p>\n

\u00a0Carbon monoxide is a toxic, invisible and odourless gas. Carbon monoxide poisoning can cause permanent damage or death. Only a carbon monoxide detector can alert you to the presence of this gas.<\/p>\n

\u00a0Fuel-burning appliances (natural gas, gasoline, propane, etc.) such as stoves, heaters or barbecues should never be used inside the home. These appliances, including generators, should always be installed outside the home or garage, whether it is part of the home or not, and as far away as possible from doors and windows.<\/p>\n

\u00a0It is important to have a carbon monoxide detector that remains functional during a power failure. Please note that a smoke detector does not detect carbon monoxide.<\/p>\n

Illegal launching in the territory<\/strong><\/h3>\n

Unfortunately, despite all of our efforts to ensure safe and preventive boat launches for the health of Lac Manitou, we are aware of illegal boat launches on the territory. What is meant by illegal launching is any launching that does not comply with the current regulation, By-law no. 2020-115, concerning the washing of boats and the use of the municipal landing:<\/p>\n

\u00a0Article 1.6<\/em><\/strong> Sur le Lac Manitou, toute embarcation doit \u00eatre mise \u00e0 l\u2019eau ou sortie de l\u2019eau \u00e0 partir du d\u00e9barcad\u00e8re municipal. Il est prohib\u00e9 de mettre \u00e0 l\u2019eau ou de sortir de l\u2019eau une embarcation \u00e0 partir de tout autre terrain ayant front sur la rive de ce lac.<\/em><\/p>\n

\u00a0Article 1.7<\/em><\/strong> Est prohib\u00e9e, sur tout terrain limitrophe \u00e0 un plan d\u2019eau, toute utilisation du sol \u00e0 des fins de desserte ou de descente d\u2019embarcations, que ce soit pour leur mise \u00e0 l\u2019eau ou pour leur sortie de l\u2019eau. Sont \u00e9galement prohib\u00e9s l\u2019installation, la construction ou l\u2019am\u00e9nagement d\u2019une rampe de mise \u00e0 l\u2019eau.<\/em><\/p>\n

\u00a0<\/strong>Illegal boat launches often occur on vacant lots where no gate is installed. Council members encourage affected property owners to install a gate at their private entrance in order to stop illegal boat launches, and most importantly, to preserve the health of Lac Manitou.<\/strong><\/p>\n

Nautical patrol<\/h3>\n

By the end of June, the municipal water patrol will be present on Lac Manitou. As it has been since its inception, firefighters from the R\u00e9gie d’Incendie des Monts<\/em> are on duty, and they interact with boaters.<\/p>\n

\u00a0The interventions are mainly focused on speed awareness, the permissible towing hours, and the obligation to have the decal clearly visible on all boats present on the lake.\u00a0Make sure you have yours!<\/strong><\/p>\n

The patrollers are present on the lake to make boaters aware of boating safety and respect for the regulations by transmitting information. They also have the authority to issue notices of violation.<\/p>\n

\u00a0In order to ensure the safety of everyone, it is essential that each boater respects the rules. We appreciate your full and usual cooperation!<\/p>\n

\u00a0The municipal team will also be present on Lake Manitou during the season.<\/p>\n

Nature and Wildlife<\/strong><\/h3>\n

Last month we wrote about the songs of birds that arrive in the Spring, and today I would like to focus on one of these birds whose chirps may be hard to catch \u2013 the hummingbird. More often you\u2019ll hear the buzzing of its wings which flap up to 80 times per second! At only a few inches they are the smallest birds that migrate, covering huge distances usually from Central America. They tend to travel alone and can fly up to 800 km at a time. This uses up so much energy that hummingbirds need to feed every 10-15 minutes. There are more than 300 species of hummingbirds but the most likely to be spotted in our backyards here in Ivry-sur-le-Lac are the ruby-throated hummingbirds. Hummingbirds don\u2019t have a sense of smell, so they are attracted to bright-coloured flowers like trumpet honeysuckles, red cardinal flowers, bee balm, sage, rhododendron, and lilies. If you would like to help hummingbirds on their journey, you can plant these local flowers to attract them naturally and reap the benefits of observing them in return.<\/p>\n

Message from the RITL<\/h3>\n

We have hired two new drivers who are presently in training on the field. In order to do so, we wish to extend the collection of organic material (brown bin) temporarily established every two weeks for the first three weeks of June. This additional time is greatly needed for the proper functioning of the operations, especially in order to avoid putting more pressure on the current drivers. For this reason, we are proposing to continue the bi-weekly organics collection from June 6 to June 24.<\/em><\/p>\n

For the week of June 13 to 17, the door-to-door organics collection will be cancelled in the territory.<\/em><\/strong><\/p>\n

The collection of recyclables and garbage will be maintained.<\/em><\/p>\n

However, with the increasing number of bins on the collection route during the summer session and the training of new drivers, it is possible that there may be delays on one of the collections served. In this case, we ask the concerned citizens to leave the still full bin at the road. It will be picked up by a driver as soon as possible. For the same reasons, it is possible that certain collection sectors will be penalized and postponed to a later date.<\/em><\/p>\n

The situation is temporary until the new drivers are autonomous in their functions. We are asking for the cooperation of the citizens by not leaving empty bins on the side of the road, and thus, prevent the clogging of the collection system.<\/em><\/p>\n
